Best Path To Reducing Carbon Emissions

How does a government effectively reduce the amount of carbon emitted by its citizens and businesses? According to Harvard professor, and former George W. Bush advisor, Greg Mankiw, the best path might be a fee, or tax, on carbon emissions.
